Chatot steals two moves from Togekiss by breeding with it, and also one of Togekiss’ (lesser-used) strategies in the process. Switch into a predicted Earthquake (or Shadow Ball), and Encore it, allowing you a free Nasty Plot next turn. Then choose your STAB move: Chatter’s power is low but it has a maximum 31% confusion rate after the damage is done, and Hyper Voice does consistent damage against all non-Ghost, non-Soundproof Pokémon. One can choose Hidden Power Ground or Hidden Power Fighting instead of Encore to be able to also hit Rock and Steel-types better, but good luck finding the time to use Nasty Plot then.
Chatot can just about round up a Choice Specs set. In the fourth slot, U-turn makes Chatot flee while doing (rather pitiful) damage, while Sing is a relatively risky sleep move considering Chatot’s spectacularly low defenses. Choice Specs Chatter is relatively interesting though – it could potentially hax an improbable 2HKO or 3HKO.
Other Options
Night Shade does a consistent 100 damage against things that would have been dealt less damage by one of Chatot's other moves. FeatherDance and Roost could help Chatot survive for longer, but don’t bet on either of them to do that. Mirror Move is an okay move on Chatot but, unfortunately, Chatot’s Attack stat is too low to be able to use it consistently well against physical attackers, especially since one of Chatot’s very few ways of switching in is on an opponent’s Earthquake. Agility is also an option but it is not compatible with either Nasty Plot or Encore, so it’s usually preferable to use these just-mentioned moves instead. You could also use Choice Scarf instead of Choice Specs in the second set, for even more Chatter hax.

Opinion
Chatot's Chatter attack may arouse your curiosity in-game, where you can use it for rather arcane antics (and more). Unfortunately, Chatot’s minimal defenses do not allow it to abuse it as much as it hopes for. It sure is fun to use it, though, especially if an unsuspecting opponent is 3HKOed after hurting itself twice in a row due to confusion.
Counters
Soundproof Pokémon are immune to both Chatter and Hyper Voice, which are the two main source of damage from Chatot, and thus they are at the top of the counter list. Rock and Steel-types counter a Chatot that does not have Hidden Power, but be wary of Chatter’s confusion. Slowking has Own Tempo, preventing confusion, and can switch into Chatot and threaten an Ice Beam. Grumpig and Lickilicky also have Own Tempo and enough Special Defense to ward off Chatot's attacks.
