Will-O-Wisp is a really excellent addition to Entei's movepool. So many counters get messed up by it—Tyranitar, Garchomp, Gyarados, Rhyperior, physical Salamence—that it seems almost indispensable on the set. Stone Edge is also a welcome addition, doing 39-46% post-Intimidate to bulky Gyarados, and 53% minimum to a 332 HP/196 Def (4/min) Salamence. The last spot is something of a filler, but Toxic is a great answer to Milotic and Slowbro. Reflect is also a good option, particularly if Will-O-Wisp's accuracy makes you a bit skittish.
Simple Choice Bander, but Entei's lack of real options is a bit unfortunate. Fire Fang and Stone Edge are the main attacks, Iron Tail hits Rocks, and Return is for Water types. Will-O-Wisp could be surprising.
The Calm Mind variety. Entei can beat Blissey with 101 Substitutes and Fire Blast, but frankly, Blissey is probably not Entei's biggest worry, which is why Lava Plume is recommended here. Further, if you really don't care about Blissey, you can just skip the HP EVs and go all-out on Special Attack. Hidden Power Ice is recommended for Salamence as well as useful coverage.
Simple Sunny Day set. Hidden Power Fighting is here for when Tyranitar inevitably comes out to play—if you don't want Hidden Power, Iron Tail is an okay substitute.
EVs
On most sets, Entei should focus on Speed, which is surprisingly good at 100 base, and the attacking stat it is using; buffing its relatively good defenses is usually pointless because most super effective attacks will kill it anyways. The one exception is the Calm Mind set, for which 132 HP EVs are useful for getting to 404 HP, which lets Entei make Substitutes with effectively 101 HP. This prevents the Substitute from being broken by a Blissey's Seismic Toss. Usually, Entei's weak STAB or Special Attack necessitates an Adamant or Modest nature, but a Timid or Jolly nature is useful for outrunning base 90s and 95s with Speed boosting natures.
Opinion
Entei has some interesting options, but being a Fire type, plus having no real STAB off its good Attack, it is very rare that Entei will prove very effective.
Counters
Swampert, Milotic, Suicune, Starmie, and Slowbro easily shrug off anything Entei does and hit it with STAB Surf. Most strong special attackers that aren't weak to Entei's moves are effective, as Entei's Special Defense is rather mediocre. Of course, you can attempt to use fast Earthquakers like Garchomp to counter Entei—just predict carefully and avoid Will-O-Wisp (or in Garchomp's case, hope for Sand Veil to work in your favor.) Stealth Rock, Spikes, and Sandstorm are all very effective at lowering Entei's effectiveness.
