While it may be that Kecleon is left in a position where Return doesn't get STAB, it's still a good move to have around. The other moves cover your bases—Sucker Punch is particularly nice due to Kecleon's poor Speed. TrickBand is okay, but keep in mind that Kecleon is liable to attract physical sweepers. As such, you can replace it with Ice Punch which will hit most Ground types and Flying types harder than Return if you lose STAB due to Color Change.
Kecleon has rather poor Special Attack, but with Choice Specs it gets boosted to 360, or with a single Nasty Plot, 480. You can get in a few decent hits with Choice Specs, before you Trick them onto a physical attacker or wall, then attempt a sweep with Nasty Plot. Alternatively, Thunder Wave is useful for dealing with Kecleon's terrible Speed.
Other Options
Kecleon gets Swift from Emerald, but that's unfortunately illegal with Nasty Plot. If you want to relieve yourself of the burdensome ability, Kecleon learns Skill Swap. Stealth Rock and Trick Room are both decent support options that Kecleon can use. Flamethrower, Fire Blast and Grass Knot round out his options for special attacks. Shadow Sneak, Drain Punch, Body Slam, Shadow Claw, Focus Punch, Fire Punch and ThunderPunch are his other options for physical attacks.
EVs
Max out HP and whichever attacking stat you're using. Adamant for Choice Band sets, Modest for the Special Attacker.
Opinion
Kecleon is a unique Pokémon, to be sure. The stats are tolerable and the movepool is good. The problem with Color Change is that it tends to ruin your STAB—unless you're lucky enough to switch in on a Ghost-type attack, or any move type that you have. On the other hand, so many types resist their own attacks that it's very possible to get some use out of it.
Counters
A little thought is the best counter. Take note of what type Kecleon becomes—if it's still Normal, you'll have to play with caution if it's a Choice Bander. If it's a type like Fire, you're probably safe. Kecleon's low Speed is a major factor in countering it. Lanturn works well against the Special Attacker, as he resists both Ice Beam and Thunderbolt and can take advantage of Color Change by using Surf and following it up with a now super effective Thunderbolt.
