Knock Off opponents' held items, paralyze them with Body Slam, and continue to harass them—it's what Lickilicky does best. Earthquake is for Magnezone, Metagross, and Tyranitar. When you've done all you can do, use Explosion (read: not on a Ghost, Steel, or Rock-type).
Lickilicky survives a ton of physical assaults, and his high HP will guarantee a KO with Counter on whatever dares to try him. Protect is for Leftovers recovery, to trigger Wish if you got that, and to scout your opponent. It's really handy if you're facing a Salamence and you don't know whether he has Choice Band, Choice Specs, or neither. While Wish makes Lickilicky pretty tank-ish, it is hard to get (needs to be obtained from NYPC), and it is a crime of sorts to leave Explosion off something that gets STAB. When well played, you can kill two opponents with this, provided you don't bump into a Ghost.
"Swords Dance up and sweep". It sounds easy, but Speed issues will cut you down. The main reason to use this is the overwhelming power of a Swords Danced Explosion—it will OHKO Skarmory, making this a pretty good bait if you're willing to sacrifice Lickilicky. Magnezone is less drastic and will actually stay alive of course, but then again Magnezone will have to catch Skarmory first and pray he doesn't have Shed Shell. The Speed EVs allow you to outspeed Skarmory as long as he has 0 or 4 Speed EVs and an equal IV.
Gyro Ball is the reason we're trying to have as little Speed as possible: the more the difference between you and your opponent's Speed, the more power Gyro Ball gets. This means it will hurt Gengar pretty badly. If you're not into that gamble, use Rock Slide or Iron Tail instead. Body Slam might conflict with Gyro Ball as it might paralyze something, so Return is an option here. Your last move is for Skarmory.
Cursing Lickilicky just doesn't die. However, neither does Cursing Snorlax, who is arguably better at it. Lickilicky has the advantage of hitting both Tyranitar and Gengar at the same time with Gyro Ball though. Use Wish or Rest to tank, Earthquake to hit hard as long as you live, and Explosion to hit really hard when you aren't going to live for very long anymore. Macho Brace is here if you want to make Gyro Ball even more powerful, but it makes you lose valuable Leftovers recovery.
This is another "we love to last forever" set. Sleep Talked Knock Off might fool your opponent into sacrificing two held items. You may as well use Knock Off, because otherwise Snorlax kind of does this set better.
The great thing about this kind of set is that Lickilicky's Speed doesn't matter at all since you'll want to power up Gyro Ball, and you can afford to leave your Special Attack unaffected by your nature. Focus Punch OHKOs Tyranitar and Fire Blast does a number on Steels. The Substitutes Lickilicky creates take 2 Seismic Tosses to break.
Other Options
Wrap can let you trap something before you Explode—otherwise, it's a very crappy move. Hammer Arm is an easy KO on Tyranitar whereas Power Whip may only hurt him a bit, but at least it turns Lickilicky into a fine Swampert counter. Thunder is an alternate way of dealing with Skarmory, and has a chance of paralyzing your opponent. Psych Up lets you steal enemy boosts—you'll get the most mileage out of Curses from Snorlax or enemy Lickilicky. Belly Drum is a novelty option given this thing's craptastic Speed. If you have access to Emerald, Lickilicky gets to use all elemental punches, which are actually pretty good. ThunderPunch helps with Gyarados, Ice Punch with Dragons, and both Fire Punch and ThunderPunch hurt Skarmory as much as Focus Punch. Icy Wind can "fix" your Speed problems, but probably not faster than a lucky Body Slam paralysis. Heal Bell comes from NYPC—and together with Wish—is a great move to have to heal your team.
EVs
Generally, you'll want Lickilicky to think of HP, Attack, and Defense with an Adamant or Impish nature. Speed should be cut as much as possible when using Gyro Ball. Use some Special Defense EVs if you're using Curse.
Opinion
Lickilicky's movepool, like his tongue, stretches out until the horizon. His Speed may be crap, but his other stats are above average, and his HP is very good. This combines to a fine contender that can tank, support, and dish out damage—although usually not all at once because of moveslot issues. Still, Lickilicky won't make it to bog standard for one reason: Snorlax. Snorlax beats him out in nearly all stats, and has more Pokémon to switch in on. Lickilicky also lacks a really reliable way to hurt Ghosts, while Snorlax gets both Crunch and Pursuit for that. If you want to use Lickilicky, try to make him different from Snorlax. Knock Off, Gyro Ball, Wish, Heal Bell, Swords Dance, and the mighty boosted Explosion are assets that help this.
Counters
Metagross gets hurt a little by Earthquake, but will usually Meteor Mash you into oblivion. Tyranitar really hurts you with STAB Stone Edge if you don't have a Fighting move, Earthquake, or Power Whip. Skarmory can set up Stealth Rock or Spikes, and blow your Curses or Swords Dances away with Whirlwind—he's not going to take much damage at all, not even from ThunderPunch, Fire Punch, or Focus Punch. However, Fire Blast will 3HKO Skarmory. Gengar takes quite some damage from Gyro Ball, but otherwise walls him perfectly. Mismagius does this even better because of his slightly lower speed. Dusknoir and Spiritomb are really slow, and not hurt by anything—they're probably the best Lickilicky counters with Will-o-Wisp. Forretress can set up Reflect, Spikes, or Stealth Rock for free if you don't have a Fire move, but he doesn't really hurt Lickilicky in any way except by using Explosion. Weezing ruins all your hard work by Hazing away Swords Dances or Curses, and burns with Will-o-Wisp. Bulky Gyarados or Salamence with Intimidate can be a pest if you lack the appropriate elemental punch, but a Body Slam paralysis will usually shut them down.
