Linoone gets Gluttony in DP, which allows it to activate pinch berries if its health is 50% of its HP instead of 25%. This combos perfectly with Linoone's Belly Drum, especially if its maximum HP is even. With 136 Speed EVs, Linoone outruns anything with Speed equal to or below that of Choice Scarf Adamant Heracross, after activating Salac Berry, so, in one turn, you maximize both your Attack and Speed. Return gets STAB and will OHKO anything that does not resist it after a successful Belly Drum, but ExtremeSpeed can take out Reversalers and ensure you go first even against Mach Punchers or Quick Attackers which are trying to mess up your strategy. Shadow Claw or Pursuit tackle Ghost-types, but Shadow Claw gets extra merit for having a chance of OHKOing even max Defense, max HP Dusknoir. In UU, Shadow Claw prevents Lunatone and Solrock from countering you. Also, be aware that Pursuit and ExtremeSpeed cannot be in the same set. Rock Smash or Dig can go into the fourth slot. Rock Smash 2HKOs Aggron, Bastiodon and Probopass with a chance of OHKO on Bastiodon and Probopass. Dig can OHKO all of those and switching to a flier won't help your opponent as you can KO them with ExtremeSpeed/Return when you come out from Dig. Just make sure that you're not going against CB Aggron who tends to carry Earthquake which can hit you in Dig.
Another viable set in UU. Choice Band lets Linoone do respectable damage even with that 70 base Atk. Similar offense as the Belly Drum set, but instead you predict switches and use the appropriate move. Switcheroo can be used to disable a non-physical Pokémon. The main reason you'd consider using this set would be Switcheroo, as Belly Drum is better on every other count.
Other Options
Iron Tail is useful against Golem and other Rocks that aren't part Steel.
EVs
You might want more Speed EVs if you want to be absolutely sure to outspeed everything after that Salac Berry boost. Just remember to give it HP EVs such that its HP stat is even, in that case.
Opinion
Gluttony seems to be an ability that has been created with Linoone in mind. With it, Linoone is capable of sweeping through a whole team if the opponent does not see the Belly Drum coming. Linoone's problem is that it is extremely difficult to get a clean Belly Drum in the first place, but you can try to build your team around allowing Linoone that crucial Belly Drum.
Counters
Steel-types counter Linoone even if it gets the Belly Drum boost. If it hasn't, you can always counter Linoone by attacking it with a moderately powerful move while it is Belly Drumming. Golem is the premier counter in UU.
