This is a sweeping Lunatone. Hypnosis helps to get in a Calm Mind or two; you can then attempt a sweep. Psychic is its best STAB move and will be your primary weapon. The moves in the last slot provide type coverage against those who can cause trouble for Lunatone. Ice Beam hits Honchkrow, Shiftry, and Cacturne; Hidden Power Rock hits Honchkrow a little harder than Ice Beam and also hurts Mantine; Hidden Power Fighting prevents Steel-types like Aggron from walling Lunatone.
Rock Polish is the easiest to pass, since you can usually get off a pass with boosted Speed before getting hit with a potentially fatal attack. Calm Mind is a good option though and can help out special sweepers or allow physical Pokémon the chance to set up more easily thanks to the Special Defense boosts. Hypnosis can help to get off a pass, while Psychic provides reliable STAB. Psychic can be replaced with any of its other attacking options if you want Lunatone to cover something specific.

Lunatone's defenses aren't overly impressive, but with handy resists to Fire, Normal, Flying, and Psychic, and a Ground immunity, it can switch in on many Pokémon quite easily, enabling it to use its supportive options to aid its team mates. Stealth Rock and sleep support are always welcome and once you've used them, Lunatone can come back and set up defensive screens to give its comrades an easier time coming in. Reflect is generally a better choice as it minimizes damage from Pursuit as Lunatone flees from troublesome opponents.
An obvious set for anything with decent Special Attack and a movepool to back it up. You can cover everything with this set. Hidden Power Fighting batters the Rock/Steel-types, although Grass Knot is enough to bring down Aggron in two hits. Shadow Ball helps against Grumpig and Hypno, or you can simply Explode on them.
Other Options
Charge Beam is an alternate means of boosting Special Attack and puts a dent in Mantine. Lunatone is a decent Trick Room user if you're basing your team around slow, powerful attackers. Cosmic Power is also available for Baton Passing, but is generally inferior to Calm Mind.
EVs
For most sets, lots of HP and Special Attack is beneficial. 68 Speed EVs outruns minimum Speed Blastoise, which is the most you'll usually need. 136 EVs is enough to beat Adamant Crawdaunt's maximum, while 216 will be enough to outrun Jolly versions. If you're using Lunatone in OU, then 184 EVs will allow you outrun Adamant Tyranitar. You can drop some Special Attack EVs and put them in Defense for the Support or Baton Pass sets.
Opinion
The defenses may be lacking somewhat, but Lunatone has good some type resists to make use of. Add this to a respectable Special Attack stat, a great offensive movepool and access to useful support options like Calm Mind and Hypnosis and you have a decent choice for any UU team.
Counters
Hypno and Grumpig are both good choices thanks to their resistance to Psychic and high Special Defense. Hypno also has the added advantage of being immune to Hypnosis, thanks to Insomnia. Insomnia Banette also fares well and can batter Lunatone with Shadow Claw. Dark-types—especially those with Pursuit—can be a problem. Honchkrow and Skuntank are both good choices, with the former having the advantage of Insomnia, while the latter isn't weak to any of Lunatone's attacks. Sharpedo and Crawdaunt are both immune to Psychic and resistant to Ice Beam, just beware of Hidden Power Fighting or Grass Knot. With excellent Special Defense, Psychic resist and Slack Off to recover HP, Slowking is a fine counter and can hit back with STAB Surf. Rock/Steel-types will wall any set that lacks Hidden Power Fighting, although a Choice Specs Grass Knot can 2HKO Aggron.
Generally, to counter Lunatone, you'll want to take advantage of its six weaknesses: Water, Grass, Dark, Bug, Ghost, and Steel. Needless to say, that's not hard, even in the UU environment.
