Between Hypnosis and Taunt, Mew's opponents will have a hard time preventing it Baton Passing the desired stat boost on to a sweeper. Hypnosis the incoming counter, boost, then pass. Taunt any attempts to status or phaze Mew, and you can also prevent Sleep Talkers from doing anything once they have been sent to sleep.

The primary purpose here is still to Baton Pass stat boosts, but this Mew can actually serve as decent special sweeper in a pinch. Pick whichever attacks you prefer for type coverage. Ice Beam hammers Dragons and Groudon, Dark Pulse takes care of Psychics, Grass Knot covers both Kyogre and Groudon in a single move, Thunder has that cool 30% Paralysis rate, while Aura Sphere smacks around Dialga, Heatran, Tyranitar, Darkrai and other assorted Steels.

Don't be tempted to drop Baton Pass in favor of another attacking move, or even Hypnosis. Mewtwo is a lot more threatening as a sweeper, so Mew should be focusing on setting up its team mates.

Same as the above, but with physical attacks. This is actually a little more threatening that the Special Sweeper, as it hits on the weaker of most Ubers defensive stats. On the downside, Swords Dance Mew does not have as many options to pass as a Nasty Plot set, as most Ubers are geared towards special attacking. Still, Groudon, Rayquaza, Tyranitar, Arceus and some versions of Dialga will certainly appreciate the Attack boost.

After a Swords Dance, Ice Punch OHKOs both the Lati twins and Rayquaza, 2HKOs Groudon and leaves a nice dent in Lugia and Giratina. Earthquake falls just short of OHKOing Tyranitar and Metagross (unless you use Adamant, and that doesn't guarantee a OHKO either). Again, pick whichever attacks you prefer in the last two slots. Ice / Ground, Ice / Fighting, and Ghost / Fighting are all great attacking combinations.

Lead with U-turn to scout your counter (hopefully a Psychic or Dark, as it will leave a nice dent in them on the way out), then fire away with the appropriate attack next time Mew gets a chance to come in. When Mew is done, Explode on a troublesome foe.

Either Reflect, Light Screen, or Hypnosis on the first turn, then Transform the next to get some useful moves. When Transforming isn't usable anymore, Reflect, Light Screen, or set off some glorious fireworks as Mew Explodes and hopefully faints the other Pokémon.

Hypnosis turn one, Will-O-Wisp or Toxic the second if you think they will switch—Burn is useful for physical attackers, while Toxic has better general utility. Once you hopefully status a third of their team, U-turn out to a counter for the current enemy Pokémon. Thunder Wave can be used over Will-O-Wisp or Toxic, as well.

Other Options

Mew has so many other options it's not even funny. Don't bother with Choice Specs, as Mewtwo is superior in every way. Flamethrower, Fire Blast and Overheat will take care of Metagross and Forretress. Shadow Ball can replace Dark Pulse if you prefer the chance of a Special Defense drop, to the potential of flinching an enemy. Stone Edge is Mew's most powerful physical attack against Lugia, and obviously it will destroy Ho-oh. Silver Wind has low BP and PP, making it rather unappealing, but the chance to Baton Pass +1 in every stat, makes it a viable, but not recommended option.

Bulk Up, Barrier, Calm Mind and Amnesia are all available for Baton Pass sets.

EVs

A +Speed nature with 220 EVs hits 320, thus outrunning neutral natured Latios, Latias, Lugia and max Speed Rayquaza. You can drop down to 307 to beat the base 90 group (Kyogre, Groudon, Ho-oh, Dialga), or simply use max Speed to tie with Palkia, Manaphy and other Mew. Where you allocate the remaining EVs depends on the set.

Baton Passer and Double Status sets should focus on HP and defenses.

For the Physical Sweeper and Special Sweeper sets, you can max out of the appropriate offensive stat to stand a better chance of sweeping. Alternatively, focus more EVs in HP and defenses, to make switching in a little less painful.

Choice Bander requires max Attack.

Opinion

If I were paid for all of Mew's movesets, I wouldn't be able to spend it all in a hundred lifetimes. Mew learns every single TM in all of Pokémon, and thus, its versatility is what all Pokémon wish they could have. Except Smeargle, that is.

However, Mew can't really come in on anything without taking a decent chunk out of its health. It wishes it had more resistances to things other than Psychic and Fighting. In the sweeping department, Mew is also outclassed by Mewtwo, who is faster and more powerful. Still, it's Mew's versatility that makes it stand out, so its advantages over other Ubers should be exploited.

Counters

There is no single, undeniable counter to Mew. You have to figure out which one of its infinite list of sets it's using before you can conceivably counter it. And be careful—Mew can Hypnosis its counters.

Metagross serves as a good counter to most Mew, as it can even survive a boosted Earthquake and destroys Mew with Meteor Mash. Tyranitar can handle a +2 Aura Sphere and Earthquake, if EVed correctly, but it will fall to a boosted Brick Break. Both can hit Mew with Pursuit if it switches, but it will usually have Baton Pass, meaning it can dodge taking a hit. Thanks to it's superior Speed, Mewtwo can use Taunt to shut down any attempts Mew makes to Baton Pass or firing off status attacks.

Blissey walls special attacking Mew quite effectively, but she won't enjoy Taunt.

Since Mew is likely to be carrying Baton Pass, slower enemies will have trouble technically countering it, as it will be able to fulfill its role of passing stat boosts, without disruption. With this in mind, sending in a faster Pokemon who is able to prevent this is the best way to stop Mew. Darkrai is a fine choice for this, as is a Taunt Mewtwo. Latios can scare Mew off by threatening a KO from Draco Meteor. Weavile, although not very common in Uber battles, is one of only a few Pokemon who carry a powerful Pursuit and outrun Mew, so it will be unable to avoid the hit by using Baton Pass. Deoxys-A can also pull this off, but it cannot switch into any direct attack from Mew.
