Omastar has high Special Attack and with Rain Dance and Swift Swim boosting his Speed, he makes a good special sweeper in the lower tiers of the game. Surf or Hydro Pump is a simple choice between accuracy and power, while Ice Beam covers Grass types and destroys Dragons like Altaria. Deciding on which Hidden Power you want depends on who you want to cover. Grass covers Water/Ground types, specifically Quagsire; Electric takes out Mantine and Gyarados; Rock does more damage to Walrein than Electric, thanks to the STAB boost and still hurts Mantine.

~ Ice Beam
~ Hidden Power Grass / Hidden Power Electric
~ Ancientpower / Wring Out

His movepool is only just about good enough to support this, but it can function as a powerful but rather slow hit and run attacker. Ancientpower is pretty weak even with STAB, so you can try Wring Out which strips around 45% off a full strength Lanturn and up to 80% from Quagsire.

Some back up from a Rain Dancer would really help if you're using this set. Having Omastar with over 400 Speed and firing off attacks from 540 Special Attack is quite a potent threat.

Omastar has awful typing for a defensive Pokémon, but his impressive Defense stat means he can at least switch into Choice Banded Normal, Flying and Fire attacks with ease. Once you get him in, set up the spiking move of your choice. Toxic Spikes is suggested as few Pokémon can learn it, although Spikes and Stealth Rock are both good options. Knock Off is always a great move, and Omastar can use to relieves special walls of their Leftovers. Protect can help to regain a little HP from Leftovers and also helps damage from Toxic Spikes take hold.

This is his best option if you're using Omastar against OU opponents, since he can benefit from a Special Defense boost when Sandstorm is in play. Unfortunately, almost every Choice Bander in OU has Earthquake or a Fighting move, so you will have to predict well to get him in. He does take hits from Heatran's Fire STAB like nothing though (Choice Specs Overheat can't even manage 30% with a Sandstorm boost), plus you can get in fairly easily on other Spikers like Skarmory and Forretress and scare them off with STAB Surf. If you're looking for other opportunities to send him in, a CB Stone Edge from Aerodactyl is only a 3HKO (and Shell Armor prevents critical hits), as is Salamence's CB Dragon Claw and Choice Scarf Garchomp's Outrage.

Other Options

Nothing really. Rest and Sleep Talk if you're willing to give up some support options.

EVs

Max Speed and Special Attack for the Rain Dance and Choice Specs sets. The Support set needs to focus on HP and Defense. Omastar's minimum Sp. Attack is just 3 points below what is needed (269) for a 100% OHKO most Garchomp, so dropping 12 EVs in there on the support set wouldn't go to waste.

Opinion

Special Attack and Defense are both impressive, but Omastar is let down by his rather shallow attacking movepool and his terrible typing. However, if played correctly this shouldn't prevent him from providing some good special offense or useful support to a team.

Counters

Blissey does her usual job of walling special attacks. Water types like Milotic, Empoleon and Suicune can beat him, since HP Electric doesn't phaze them too much. Gardevoir and Porygon2 screws with the Rain Dance set, since they can Trace Swift Swim then finish off Omastar with Thunderbolt (or Energy Ball in the case of Gardevoir).

Quagsire beats him unless Omastar has Hidden Power Grass. Gastrodon doesn't have Water Absorb like Quagsire, but he can usually survive a hit and Mirror Coat it back, or fire back with Surf or Earthquake. Lanturn survives HP Grass and easily KOs with Thunderbolt. Mantine can take him down if HP Electric or Rock is absent. Since Cloud Nine ignores Rain Dance, Golduck can switch into Water and Ice attacks and use Hypnosis, Surf or a Fighting attack.
