This set aims to use Seviper’s base 100 attacking stats to create a formidable UU mixed attacker capable of 2HKOing every wall in UU. STAB Poison Jab 2HKOs Clefable, Hypno, and Grumpig while Earthquake can score an OHKO on Lanturn and Probopass and 2HKO defensive variants of Aggron. Flamethrower badly hurts the standard Steelix and Giga Drain does 90% minimum to Quagsire.
The Speed EVs allow Seviper to outspeed most walls like Meganium and Aggron unless they invest fairly heavily in Speed, while the HP EVs aid Seviper when switching into attacks.
Seviper can function well with a generic Choice Band set. The Speed EVs generate enough Speed to outpace Aggron while the HP and Defense EVs allow Seviper to switch in somewhat easier. Poison Jab provides a reliable STAB move while Earthquake and Crunch help with type coverage. X-Scissor is an option over Crunch that hits Dark-types super effectively, but doesn’t have much advantages aside from that. Body Slam is suggested in the last slot for paralysis as it can aid Seviper’s ability to sweep and for lack of a better alternative move.
Poison / Fire / Ground offers excellent coverage, especially when you consider there is no Aerodactyl or any Levitating Poison Pokémon in UU. Giga Drain does a number on many Rock, Ground, or Water Pokemon in UU, OHKOing many of them. Flamethrower is for most Steel-types, like Steelix and Aggron. Bastiodon and Probopass wall the majority of the moveset relatively well with their high Special Defense; this is where Hidden Power Ground comes in, as it easily 2HKOs both of them. Dark Pulse is an alternative to Hidden Power Ground if you want to deal more damage to the likes of Grumpig and Hypno, but it will never 2HKO them with Leftovers recovery, and you do just fine against them with Sludge Bomb.
This set is more defensive than the others and seeks to take advantage of Seviper’s Shed Skin trait. Glare can paralyze unsuspecting foes that switch in expecting an attacking set, severely crippling them. Sleep Talk provides an alternative to Glare if you want to attack during sleep. Poison Jab and Earthquake round out the set as a reliable attacking combination.
Leftovers is the preferred item here, due to the set’s defensive nature, but if you want to add a little more sting to your attacks, then Life Orb is also a viable option as Rest helps to offset the Recoil from the orb.
Other Options
Stockpile with Rest isn’t a bad idea as Shed Skin gives you a decent chance of waking up early. Choice Scarf is somewhat usable as well but Seviper’s offensive stats aren’t high enough that it can really take advantage of it compared to other Pokemon. Its Speed isn't spectacular either.
EVs
Speed beneficial natures are also viable—Jolly on the physical set and Timid on the special attacker. Max the corresponding attacking stat and use enough EVs to hit at least 242 Speed (216+), dumping the remainder into Defense and HP
Opinion
Seviper isn’t the best sweeper in UU but with two 100 base attacking stats it can definitely cause some damage and makes a great wall breaker being able to attack from both the physical and special ends.
Seviper is somewhat frail defensively, but it can survive most neutral STAB attacks, and it makes a decent switch into Bug and Fighting attacks.
Counters
Seviper is relatively slow and frail, something you should take advantage of, as most powerful neutral hits will leave it reeling and on the brink. Solrock, Altaria, Quagsire, and Steelix are all decent switches into Seviper’s physical sets but will have trouble with mixed or special variants. Probopass, Bastiodon, and Hypno make decent switches into Seviper’s special sets but once again need to watch out for a mixed set.
