Solar Power is a fun trait for Sunflora, who already has good Special Attack—and with Choice Specs, the results are awesome. You're free to set up Sunny Day yourself, but it's far more useful to have something else set it up for you.
The other set. Without Choice Scarf, you hit 318 Speed after Chlorophyll, which beats +Speed 95s, which are some of the faster Pokémon in UU. With Choice Scarf, you can invest a mere 100 Speed EVs to outspeed Persian. Unlike the other set, it's acceptable to set up a Sunny Day here.
Mostly "obligatory", but works with some Sunny Day support to boost the mediocre Speed.
Other Options
Sunflora learns Swords Dance, but Seed Bomb (from Sunkern) isn't enough to make that worthwhile. Grasswhistle is a major gamble but could pay off. Light Screen is a decent choice. Heat Rock is an item choice if Sunflora is setting up Sunny Day itself, which extends the weather's duration.
Opinion
Sunflora's stats aren't bad, it just has a pretty uninspiring movepool. Still, 339 SpA with good STAB hits rather hard. The 30 base Speed is the tough part, and it will be pretty hard to do more with Sunflora than just a few strong hits.
Counters
You can just use Rain Dance—with no sun, Sunflora's power is not anything to be scared of. Fire-types, Hypno, Grumpig, Muk, and Altaria are effective counters to Sunflora.
