Wailord does ok as a Sleep Talker. Earthquake and Avalanche form a good attacking combination and help with his Electric and Grass weaknesses. Waterfall and Body Slam offer less super effective hits, but give Wailord the chance to score some paralysis to assist the rest of his team. Water Spout is also worth considering here as Rest may help him use it at full power occasionally.
He's no Snorlax, but this is a decent set nonetheless. Boost his physical stats with Curse, and attack with Earthquake and Avalanche. Waterfall for more coverage, or Rest for healing. Alternatively, you can Selfdestruct, which should take down anything not resistant to it—especially after a Curse.
459 Attack with a Choice Band attached, so Wailord can do a bit of damage with this set.
Choice Scarf gives Wailord the chance to pull off a full powered Water Spout, and gives him a Speed stat of 328 or 360, depending on which nature you use. Hidden Power Electric hits his fellow Water-types, and Hidden Power Grass is mostly for Quagsire. Hydro Pump gives him another powerful STAB move to use when his HP drops, and can go in either of the last two slots. Selfdestruct when Wailord has served his purpose, or if you just want to take out a threatening opponent.
Other Options
Surf and Hydro Pump hit Skarmory and Weezing if you're using Wailord in standard play, for some odd reason. Ice Beam can go over Avalanche, and does more damage to switch-ins. Tickle can be used if you don't think you'll get the chance to stay in and Curse.
EVs
For the Sleep Talk set give him some Attack. Defense helps him take Earthquake and such, while Special Defense can help him survive some weaker Thunderbolts.
You'll want to max out Special Defense for the Curse set, then give him some Defense and HP.
Max out Attack for the Choice Band set.
Max Speed and Special Attack for the Choice Scarf/Water Spout set. Modest or Timid natures, or Naive or Rash if you want Selfdestruct to have a bit more power.
Opinion
His massive HP doesn't quite go far enough to make up for his craptastic defenses. However, his offensive stats are usable, and his movepool is just about good enough to make him somewhat useful in the lower tiers.
Counters
Defensive Grass-types work ok. Meganium is a good choice, thanks to his good defenses—he can also drain Wailord's HP with Leech Seed. Obviously, Earthquake does them no favors, but Electric-types can bring him down. Lanturn can work since he resists Avalanche and Waterfall.
