There a lot of top RNG'ers that can help you someway or another. Almost all of the Smogon VGC community moved to that forum, that why is so hard to get VGC pokemon here.

Good thing. I don't quite think it's official. It is hosted on a website called UEPC.eu. I really would want to participate in a VGC qualifier, but the closest one to me is possibly 5+ hours of driving away and in Germany.
