Low Kick is better in OU than Brick Break on a Weavile. Blissey won't come in on a physical attacker (especially if you use SD), so you can disregard Blissey unless your team literally has no other way around it.

Low Kick has 60BP against Blissey...

Low Kick does more damage to more Pokemon, and Blissey won't exactly enjoy it anyway.

Common, no, but it's still good.

Weavile's BW analysis is here. I personally run a Focus Sash set with Fake Out, Ice Shard, Low Kick and Ice Punch, but the two here are usually the way to go.
