"If it is Raining" is not a legal substitution; it is neither a sub for a move an opponent uses, nor is it a sub for a previous RNG event. It can be phrased legally, but it wasn't. Remember, I may be your ref, but I'm also your opponent, and as your opponent, I'll jump on that with a vengeance.
