He assumed that the Sun would be out for all of his sets, and as a result Solarbeam would hit harder on Switch-ins(well, in the sun, Venusaur would go first unless dealing with Scarfed Timid Mewtwo and Darkrai) like Mewtwo and Darkrai. It's a matter of targets. Kyogre and Tyranitar vs. Mewtwo and Darkrai for examples. The move should be included as an additional option for targets that Venusaur can handle for the team to be successful. Being locked into Solarbeam is bad, but Venusaur is meant to be a late-game sweeper anyway where the weather isn't as likely to change.
