I don't have unlimited wings so I can't promise that your pokes will be at the level you want however I do have vitamins and all the power items so ev training would only take me an hour or so.

Do you use unlimited Vitamins/Wings? If so, I need the following :

Nidoran (raised to level 16 and then evolved to Nidoking)
EVs - 4 HP/252 SpAtk/252 Speed
Moves - Earth Power, Thunderbolt, Ice Beam, Flamethrower (All moves PP Maxed)

Riolu (also raised to level 16, and evolved into Lucario by then)
EVs - 4 HP/252 Atk/252 Speed
Moves - Drain Punch, Bullet Punch, Rock Slide, and Crunch (All moves PP Maxed)

The Nidoking needs a Life Orb, and the Lucario need an Expert Belt.
