I use an english.sav and load it on a japanese rom before I RNG the Mew's.
And I don't really care what you say, Gree Bitter and Alex did their Mew's this way too.

I regret to inform you that one cannot RNG for the IVs of the roamer from the Elite Four. If you can use AR codes there might be one that lets you re-release it from the house. I don't know if one exists but I wouldn't be surprised if it did.

I accidentally released one of the roamers at route 7, and I was wondering if I could still abuse it if I'd KO it and beat the E4?
