Whatever your Donphan's speed is, it was either 136 or slower. Unless your Espeon has a speed reducing nature, it's not possible for it to be slower than Regice. I seriously doubt that your Donphan is max speed.

Come onto Wifi and look, if you think it's hacked. The Espeon didn't have HP Fire, obviously, as Fire Blast was SE on Abamosnow. My Regice has a speed stat of 136. No, there is nothing wrong with my team, there's something up with your team.
