Because that point has no impact on the tiering of Drizzle or Drought. The intent of Gamefreak isn't really our concern in tiering. Things like Jirachi and Mew were intended to be Ubers, things like Blaziken and Excadrill were not. Regardless of how the abilities were originally distributed it holds no meaning to the way we tier them. That type of argument will A) get us nowhere and B) derail discussion. Does that clarify it? If not let me know and I'll write up a better explanation later when I have more time.

Editing out my fake convo between gamefreak employees is understandle, but I included those bolded messages about how Drizzle and Drought were intended to be OP because it was given to Uber pokemon like Kyogre and Groudon were a main selling point of mine as to why it is still OP today in this generation and should be suspect worthy in the least. So im just curious, why that part was also deleted, too?
