I decided not to include Thunder and Fire Blast/Overheat for 2 reasons: first, since Blizzard was excluded, i find not too fit to give him Flamethrower/Fire Blast, Thunderbolt/Thunder and only Ice Beam; secondary, for some more competitive reasons: Celebi is 3HKOed by Flamethrower with moderate EV investment, but needs an extremely biased EV investment not to be 2HKOed by Fire Blast - same thing with Suicune and Thunderbolt/Thunder.

Swords Dance, Earthquake and Stone Edge allow for some gimmick physical sets.

I excluded also Taunt and Trick because i was not too sure about their viability.

Any comment?
 
IMO, if the community agreed to include the attacks, they shouldn't be taken out, unless they are found to be truly broken, which can only be found through playtesting...
 
Rough Draft of my submission, editing it every now and then to make it better. Feel free to give me critiques and/or comment on it. Every move in bold means it's competitive viable with Rockmon's stat.

Edit: Let's all mourn the death of WoW and Brimstone. Two move that had a positive impact on Rockmon and could help it out.

Only two moves are competitive viable for Rockmon, three if you count Zap Cannon but with it's crappy accuracy I highly doubt it's viable. The move within it's level-up are similar to Magnezone and Probopass with the except to some slash based moves.

Edit: Decided to place levels within the level-up list. Most are just random number chosen with some attempt on mimicking real Pokemon movesets.

Noticiable exceptions: Fire moves; Flamethrower, Fire Blast and Overheat; Ice moves: Ice Beam and Blizzard are not here. Those two types counter far too many pokemon (Bronzong, Scizor, Celebi, etc). Other moves such as Water Pulse, Giga drain and Charge Beam are included to make use of Technician if needed.

This Movepool Likely has fewer high BP moves (only Thunderbolt and Earth Power) mainly to restrict options. This doesn't need to be able to do everything, while it still leaves it open to support and sweeper sets. I'm aware that this is a restricting movepool, and that moves have been supported, but that some will see that not all moves are neccesary to be included.

This movepool does not contain fire moves, this is the main difference from other pools, if you don't want fire moves, this is where to go.

Hmm, I'm going to say that out of the tutor moves, you can have as many as you want but stick to the number of competitive egg moves.

A lot of these tutor moves just make sense, ie Iron Head, even though it has no competitive value. Magnet Rise isn't very big because of its Levitate ability.

Explanation:

I focused primarily on clawed moves and some minor Technicianable moves like Mud Shot for the level-up pool. I also included Disable which on some support in the Non-Attack Moves discussion. Thunder Wave was also added in, could find a cool use. Metal Sound can be used to force some switches and works a little faster than Calm Mind when used on a switch. Knock Off also made it on. It's an interesting option and pretty much all clawed pokemon get it. U-Turn is also there for a good lead option, though it isn't particularly powerful.

Calm Mind won enough support, so I begrudgingly added it in. FT and FB are there, but Overheat has considerably less diversity in the pokemon that learn it, depiction or otherwise.

In other words, this has all the tools it needs for special sweeping, and it can actually use technician because of Giga Drain, Air Cutter, Vacuum Wave, and a few other useful options that provide different coverage. It can use Swords Dance and some physical Tech options to its advantage as well.

For filler special attacks, it has elemental beams, Focus Blast, Shadow Ball, Dark Pulse, and Dragon Pulse. Psychic did not seem to fit to me, and neither Relicanth nor Sudowoodo get it either (though they do get CM), so it seemed justified to me.

Not included in the movepool: Taunt and Trick. Seriously, this thing isn't Psychic or Ghost. Trick doesn't fit. At all. Taunt was excluded because it largely supplants Aerodactyl and other Taunt leads.

^ I think "Paleo Laser/Wave/Blast" might sound better, but this is left for the name discussion.

Metal Sound will allow it to do its job much better, and also force switched.
When use in Sandstorm, Weather Ball becomes his most powerful special STAB attack at 100 BP. Also, when used in Sun and Rain, it becomes its most reliable Fire and Water attack respectively.
This will increase its viability by allowing it to be very effective in Sandstorm or Sunny Day teams.
e.g. Sunny Day Sweeper - Levitate; Weather Ball (Fire), Solarbeam, Ancient Beam, Filler.

*It can learn Ancientpower and Earth Power as tutor moves, so don't think I've missed them out.

Flamethrower/Fire Blast - These two are reliable Fire moves which would give it perfect coverage and make it extremely difficult to counter. Instead, I have allowed it to have Overheat. This is not the sort of attack that can just be thrown out predicting a counter, since if you guess wrong you are forced to switch out. The only reliable Fire move this pokemon can use is Hidden Power Fire.

Ice Beam - That also gives it excellent coverage, and will make it more of a generic special sweeper than a Rock typed one. WIth all these other Special Attacking options in Energy Ball, Shadow Ball, Earth POwer, etc. it only makes sense not to give it everything.

Focus Blast - See Ice Beam ^ overbearing coverage, etc.


--> Charge Beam has been included in the learnset, but not Calm Mind. Besides Metal Sound, Charge Beam is it's only method of boosting its SpA stat. After 1 Calm Mind in Sand Storm, this thing is specially bulkier than Togekiss. I think that might make it just a tad broken with its blistering speed and powerful attacks.

Air Cutter lets it use a base 82 Special Flying move when using Technician, and Vacuum Wave allows it to use a base 60 Special Fighting priority move.
Knock Off and Trick give it some interesting support options.
Magnet Rise lets it have a temporary Ground immunity while using Technician.

Notable exceptions - Icy Wind. Giving it a reliable non-HP Ice move only when using Technician would make Levitate a highly inferior ability, so I have decided to remove ICy WInd from its learnset.

I excluded Ancient Beam on purpose, since I don't like it really. Tech AP is stronger than it anyways. The only viable moves here are Power Gem and Ancient Power. Screech can be used as some PHazing, but I would not use it. Most of the other attacks are just standard claw attacks or weakish Special attacks. Mirror Shot and Shock Wave are in those categories. Thunderbolt is stronger than Tech Shock Wave, and Mirror Shot has crap coverage. Not to inspiring imo.

So flavor moves include anything that has anything to do with slashing/stabing etc. It can run a gimmick SD set. Suicide lead is feaseable still with Taunt/SR, but I'd think the sweeping capabilities should outshine that. The most interestingin thing I can think of is Charge Beam sweep. Tech'd Charge Beam has around 77.5 Power and an 80% chance to rise.
Other offensive moves include: Thunderbolt, Hidden Power, Flash Cannon, Psychic, Shadow Ball, Energy Ball and Focus Blast. Thats really everything of note.

Good thing Ancient Beam won the movepool poll, because otherwise I'd be under fire for not including Brimstone. Memento might look strange to some of you, but there are multiple ways to explain it flavor-wise. Mostly rocky sort of moves. Head Smash is an interesting, albeit suicidal option. Otherwise, there aren't many competitively viable moves, and Ancientpower and Ancientbeam are not going to be run ont the same set. The draining moves are there for a little flavor, as those claws look very draining, plus this guy needs some special moves early game. The theme is claws and head, with a few things thrown in to match the special rock type idea.

EDIT: I realized Ancientpower/Ancient Beam work better as a Heart Scale move. Mud Shot got taken out after I noticed that only Water and Ground types can get it. And Earth Power is way better anyways. Rock Throw didn't really fit, either, so I figured I'd replace it with a move I'd wanted to see, Disable. The leeching thing probably justifies it enough. Power Gem is the hint at this things latent special abilities, and also a way that it wasn't completely lacking in Rock STAB. Other than that, the moveset is themed around physical claws/head and draining attacks.

Just things that make sense, which unfortunately necessitated SR. To stop it from being just another suicide lead, Taunt is out. I specifically included Giga Drain, and I figured as long as it got Giga Drain and Energy Ball, Solarbeam could be fun for a Sunny Day team. With Blizzard out, I thought Ice Beam should go, too, as it seems odd to have one without the other. Electric moves I kept in. I kept OH since it was in the concept art, but otherwise I cut FT and FB. Heat Wave is still in the tutors, though, so it shouldn't be a problem. I just had difficulty seeing this thing breathing fire or something, but getting extremely hot makes more sense for a rocky sort of thing (what with volcanoes and all, although I resisted the urge to give it Eruption). CM is in, as it doesn't seem broken just yet. Enough weird stuff learns water pulse (Sableye, Spritomb, Tyranitar, Hippowdon, Celebii, Jirachi, etc) that I think it would work on this set. That being said, I took out Dark Pulse and Dragon Pulse since, well, it's not really dragon-y enough to learn Dragon Pulse, and Dark Pulse is a bit more exclusive than Shadow Ball, which I left it with. Focus Blast is in there because I just wasn't sure what to do with it, and figured it could probably use a special fighting attack. Swords Dance and a ton of physical stuff is in there, so there might be a SD sweeper set for novelty, but I don't see it being practical. It didn't seem big enough to cause an Earthquake, especially since it levitates. A couple support moves like U-turn, Twave, Snatch, Thief, etc are thrown in there for some random use, too.

Icy wind I'm not sure about, as it gives the Tech set perhaps a bit too much over levitate (ie, a powerful, non-HP Ice move). Otherwise, this seems good. Some neat Tech stuff here, Heat Wave fits the flavor of Overheat and is a perfectly good FT substitute, and just about anything fast, sharp, or head related got thrown in. Trick seemed too much, as this thing will have a lot of options and large attacking power, and trick+specs is just evil. Most other things seemed not to fit, and weren't particularly useful anyways.
 
Why is everyone omitting FT and Fire Blast but letting Overheat in? Seem kinda ridiculous in my eyes. If it could learn Overheat then it can learn Fire Blast and Flamethrower. Most of the Pokemon that learn Overheat learns the other two so either add all three within it's movepool or not at all.
 
Overheat's -2 Special attack would probably only see play on choice users. Fire Blast and Flamethrower would possibly give it to much af an edge.

I think Defense Curl/Rollout is something that this Pokemon can physically do. So is a Head Smash and a Headbutt. Power Gem is obvious since this Pokemon has lots of gems adorning its rocky body. I also like Weather Ball, first suggested by Deck Knight a few weeks ago. Disable is a pretty cool move as Doug said, and Acupressure is fun. As you can see, this movepool has nothing game breaking at all, except "Ancient Beam" (which name we haven't settled upon yet) and maybe Metal Sound.

Pretty much every sharp edges and special move there is unless it was too off the wall. No Fireblast or Thunder or Overheat because they would look out of place without blizzard. I did include solar beam, as I found it looked weird for a special sweeper to be able to call sun but not use it for much.

Now, this may look like more favor is given to Technician, but the TM move pool has a lot more things that will not benefit from Technician than things that will.
 
@X-Act: I love as always your movepool submission - Besides my whining about flavor i find you always achieve a perfect balance between flavor and competitive aspect, so that i tried a similar thing -, but i think Weather Ball could be competitive. It is easy that this guy will often have some SS support from the likes of Tyranitar and Hyppowdon. Under SS, Weather Ball becomes a 100 BP Special Rock Move (so there's STAB). Pretty much the strongest move he would have.

Yes, without SS it's useless, but since you would play CAP5 as a late-game sweeper very often, when you have an almost perfect knowledge of what pokemon have the opponent, you will see Weather Ball is a more than viable option

Well, if Weather Ball is competitive, then I'd only have 2 or 3 competitive moves in the level-up list then, which still makes it okay. Although my level-up list is by no means the final one.

To Flash_gearz, I'd replace the 'Hyper Beam-like' moves with Rock Wrecker, or, at least, add it to them. It's strange that it has all the 'Hyper Beam-like' typed moves except the Rock-typed one!
 
The only movepool that remotely look appealing that isn't mine is X-Act. The lost of Ice Beam is minor as HP Ice already massively rapes the creatures one would use Ice Beam on and Overheat isn't that bad of a lost either. The only thing I don't understand is the removal of Taunt. Is the fear of making it a Suicidal SR lead that great? Also no critiques about my movepool submission?

Flash_Gearz~ Tennis told me that Aura Sphere is a no go. Competitive viable move that wasn't mentioned within the attack and/or support are not allowed. Lame rule in my opinion but whatever.

I'm not really sure what to say about it. You gave it everything, so there's not a whole lot to criticize on the grounds of leaving stuff out. A few of the moves don't make sense, but they're not competitive which makes is a purely flavor thing. I don't like Explosion on it, though. It looks to small and frail to be able to blow itself up, and it's sort of become the standard way to deal with Blissey. I'd rather it have the suicidal Head Smash for some variety. MTs are about the same deal.
