Adding to that, Thunder also has a chance of paralysis - something it can easily take advantage of.

Toxic allows it to wear a pokemon down and thus force a switch or faint. Icy Wind lowers the foe's speed - particularly useful in dealing with the odd Latios and Latias with Refresh and even Taunt Mewtwo. This will then give Ho-oh a chance to come in and KO one of the twins and Blissey the chance to toxic Taunt Mewtwo. Soft Boiled is for recovery and Aromatherapy is to heal the paralysis and poison that her team mates might pick up. 4 HP along with 252 Special Defense evs allow Blissey to not be 2HKOed by a +3 SAtk Mewtwo. The rest of the evs are added to maximise Defense which allow it to survive a +1 Atk STAB Earthquake from Groudon - not that it will be staying on it. It mainly allows Blissey to scout a Choice Band Rayquaza's moves.

While Thunder is its more powerful attack which is especially affective against Metagross, Kyogre, Ho-oh and even Lugia. Like for most special sweepers, special attack is maximised to give an horrific stat of 591 special attack. Max speed is used so it can outspeed Jolly Rayquaza as well as helping it speed tie with other Latios. The remaining evs are left in HP to make it that much more bulky.

Since Ho-oh is slow, it's most likely not going to outspeed anything with speed evs invested into it, so max hp is chosen instead. Like most CBers, maximum attack is preferable to 2HKO a decent amount of threats. Finally the remaining 4 evs are put into speed so it can outspeed those slow Kyogre/Groudon.

I understand your Ho-oh is physical, but Sacred Fire in rain is still kinda :(. Brave Nature is also kinda dumb. Since Sacred Fire is getting STAB anyway, just use Jolly/Adamant.

Sleep Talk + Explosion Metagross is kinda random. Just go Pursuit to get rid of Deoxys-F earlier.

You can run Thunder on Latios since it's raining. Personally I prefer an all out attacking Latios though, with Dragon Claw/Solar Beam/Thunder/HP Fire. Calm Mind is my preference on Latias, but that's just preference.

I personally don't suggest Petaya berry on a CM Kyogre. Just run leftovers and be a bitch like the rest of us.

You can put HP Ghost on Forry for Gengars.

Groudon can kinda rape this team. Consider Lugia over Ho-Oh, or make Kyogre more speeded.

Ok changed from Petaya Berry to Leftovers, I don't know why I put petaya on there in the first place. I think I was using a petaya set but switched to 404hp without changing item. Leftovers makes much more sense for that variant.
 
The Sub/Petaya Berry strategy on Kyogre is fine, but Calm Mind is all you need. On Blissey, Icy Wind is weak. Replace it with Ice Beam.

Every other problem I see has already been pointed out.
Icy wind is supposed to be weak, its to slow down the high speed pokemon in ubers.

Would be helpful if you could give this is a rating out of 10 (with valid reasoning) so I can be confident about it and thus not improve it futher. Feel free to argue about the Ho-oh spread. The Blissey spread, as stated, is to slightly help against Rayquaza.

Sleep Talk allows it to absorb sleep from Smeargle. And Explosion allows it to beat a significant threat or pave way for a pokemon to be brought out. There is controversy over why explosion is used in a restalking set. It is used because it is very necessary on this set. The worst case scenario is that it explodes on a substitute - which will still break the substitute from which Ho-Oh or Latios can be brought out. 252 HP gives it a lot of defensive strength. The additional 44 defense Evs allow it to survive a 1DD/CB Rayquaza Earthquake while the 72 Special defense evs allow it to not be 2HKOed by Thunder from Mewtwo. The rest of the evs are poured into attack for damage purposes.

I say use Pursuitgross. If you're concerned about taking damage from Deoxys-A you might as well force itself to get KO'd and not worry about it for the rest of the match. If it's using Superpower, it's either A) a CB version and won't KO you with the next Superpower, forcing it to switch or Superpower again. Either way Pursuit should KO. B) It's using Substitute, Superpower, and 2 of Ice Beam, Fire Punch, or Thunderbolt. In this case you'll probably be fucked either way (unless it's using Fire Punch during Drizzle) but at least you'll have direct control over breaking its sub, unlike with Sleep Talk. Further still if your opponent has done his damage calcs and decides he doesn't want to keep Deoxys in any longer, you can still Pursuit. As far as abosrbing Sleep status is concerned, you have Blissey.

Works and I have no real suggeestions for changes, but you should play around with Dragon Claw/HP Fire/Solar Beam/Thunder just to see if you like it.

Wouldn't you rather outspeed the faster Groudons (Somewhere around 266-271 speed?) instead? Normally, I'd say it's fine, but you aren't posing much of a threat to Groudon as far as trying to switch into SD'd attacks. If we had to consider the turn-by-turn, you'd probably have to sac Latios to HP Bug (I haven't done the damage calc, tbh) in the long run to keep Kyogre healthy enough (assuming its lost HP from using Sub) to survive Groudon's next Earthquake and finish it off. IMO Ho-oh would be a worthier sac, getting a STABed Sacred Fire with a weather boost.
But to do that, it'd have to come in on an EQ AND outspeed Groudon before it gets Rock Slid to oblivion. Tbh, I'd replace this with Lugia (stallish, I know) so you could have Reflect and WW at your disposal, supporting Forretress and Kyogre a bit more. Also, I'm not sure about Shadow Ball doing that much damage to Lugia, even with CB. After all, it will outspeed you, put Reflect up, and Recover the damage. I personally think Rayquaza or Lugia fills this slot better.
Not really a bad team (looks almost like one of my older uber teams, which was average). Runs into issues with Taunt and Sub Mewtwos, I guess.

I prefer HP Rock on Ho-oh over HP Flying, actually. Really, every target of HP Flying is hit nearly as hard by EQ (Kyogre), already OHKOed by Sacred Fire (random Grass Pokemon on Sun teams), or are hit harder by HP Rock (enemy Ho-oh, Rayquaza, etc.).

I also don't like Rest + Explosion on Metagross; they're antagonistic. You're allowed to just use Sleep Talk without Rest if you're afraid of Smeargle. I would lose one of those two moves for Pursuit, Earthquake, or some other such move.

For Ho-oh:

About HP Rock, I don't really think you are considering the fact that it is a CBer on a fairly stable team. Ok individual coverage is good; but your opponent is likely to have a team which can cover all those weakness; so in the end, having a multi-coverage stab isn't bad because HP fly can hit 2/3+ Ubers without a ridiculous luck factor. Against a lot of teams, there is like a 1/3 chance that you'll bring super hurt to your opponent from a decision. Since bad players don't generally play ubers to this standard, you're not going to easily be able to have super prediction against top class players ( though not many playing advance atm).

About Groudon, Groudon is not usually fast anyway. So I don't see the point of more speed.

For Metagross: It's a hard one. I'm not sure what to do for the best. But Rest does seem a bit of a waste. Pursuit will do around 55-65% region to Deoxys-A but it will be useless against any Smeargle while under sleep. On the other hand, Earthquake solves the smeargle part and hits Kyogre better but renders Deoxys-A a greater threat. I can add speed to outspeed Kyogres (which are generally slow) which would mean converting significant attack to speed and making Jolly nature, all for chance of exploding on Kyogre - after pursuiting Deoxys-A and on low HP. And that seems a bit pointless, so it's quite a predicament. It's ability to take hits is needed.

Edit: After pacing back and forth, I've finally decided replacing Rest with Earthquake would be the best option. Earthquake allows it to counter Smeargle more effectively, stand up to Forretress more easily, and deal good damage to Kyogre. Deoxys-A walling/countering is a down side but I feel I should be able to beat it the majority of time due to the fact it can only really come on Blissey's attacks and then I have a few options really.
 
I really don't like Ho-Oh+Kyogre because Kyo is hindering Sacred Fire and ups enemy Kyo's chances of koing. I think Rayquaza would do a better job for you.

It wouldn't because it wouldn't be able to stay on Latis and Ho-oh is also a much needed defense barrier against mewtwo. CB Rayquaza falls short of Koing Mewtwo and Ice Beam OHKOs it.
The team works perfectly well the majority of times but it trades some of its defensive and likewise abuse factor to at least pseudocounter every uber poke and counter a large percentage. As people have mentioned, Lugia (that is unlikely to cause harm) counters it to a degree. Groudon does but its likely to be slow and so Kyogre, Latios and Ho-oh should outspeed it;if its fast, there's no way it will survive ice beam from latios; if it endures, moves are limited; CB would mean move limitations etc.

So it's not as great a threat as it seems. As for Mewtwo, probably at least half of pokes psuedo counter the majority of sets. Ok, if Mewtwo manages to come on each time on each prediction(which is unlikely), it might be hard to stop. Blissey will stop all non sub Taunt Versions with icy wind and Metagross and Ho-oh aren't two OHKOed by anything special (well except the rare flamethrower on Meta). And rayquaza can be stopped a similar way to Groudon. There's few attacks/pokes it can comfortable come on but Meta is there if it decides to DD and Latios should be able to handle other situations - CB being dealt with by sheer number of choices to switch to.

really solid team, thanks for this rmt. i think id suggest running some speed creep on ho-oh to beat jolly shedinja, seeing as that is an omnipresent threat in this point in the meta

Ok updated it a while ago but as I can't think of another team yet, I'll just post this. Would be helpful if you could give this is a rating out of 10 (with valid reasoning) so I can be confident about it and thus not improve it futher.
i rate it a 7.4/10, i could see it struggling in some similar blissey ho-oh mirros
