I chose cbmence > cbchomp because 2 reasons: more attack (it hits a bit stronger), and intimidateOne thing that's on my mind MDragon, and maybe its fairly obvious but I can't notice it... but wouldn't CBChomp fare better than CBMence? O_o;.
Note: I do not play these in game things so my knowledge might not be the best =/. Just throwing out a thought
Hey nothing wrong with settling for hasty if the EVs are great. My Darkrai ended up hasty with 16/1/21/31/18/31. Am I bothered its Attack IV is 1 and its defenses are medicore? No! If Starmie is being used as a frail special sweeper why not?
Don't forget Earth Power! Anyways, I am finding the Battle Factory to be very difficult and when I do get a decent team I get Hax'd by critical hits! Its alright because I am learning the better strategies.Also,the only 100% Accuracy special attacks Garchomp has are Flamethrower, Surf, and Dragon Pulse (The only usable attacks at least).
