Overview:

-Porygon is a great special sweeper in Little Cup
-It has the type coverage that it needs in Tri Attack, Shadow Ball, and BoltBeam
-Agility or Trick Room can be used to patch up its speed
-Walled by special walls in Little Cup

-Ice Beam can be used to hit Dragon- and Ground-types hard
-Life Orb gives Porygon a significant power boost

-Timid allows Porygon to reach 28 Speed after an Agility, tying with 19 Speed Scarfers

Set Comments:

-One of the few viable users of Choice Specs in Little Cup
-Also a very good Scarfer
-Reaches 25 Special Attack and 14 Speed with Choice Specs
-Reaches 17 Special Attack and 21 Speed with Choice Scarf
-Tri Attack is a strong STAB attack
-Shadow Ball hits the Ghost-types that are immune to Tri Attack
-Ice Beam is a good coverage move
-Thunderbolt complements Ice Beam almost perfectly and also hits Water-types hard

Additional Comments:

-Hidden Power Fighting is an option for perfect coverage with Shadow Ball
-EVs are the same as the first set except with a bit more bulk to make switching in and out easier
-If Scarf is used, the EVs from the first set should be used
-Timid gives Scarf the jump on all unboosted Pokemon (except for Gen IV Ubers)
-Modest is an option for Specs to gain a large power boost

Team Options:

-Entry hazard support is helpful to assist Porygon in its sweep
-Wynaut helps Porygon set up
-A Fighting- type is helpful to remove Munchlax (examples are Mankey and Machop)
-Stunky or Komatana is helpful to remove Ghosts so Porygon can spam Tri Attack without worry

Optional Changes:

-A Charge Beam set could be used with Agility but is difficult to set up
-Swift could be used with Download, as a Downloaded Swift is stronger than a Tri Attack
-Porygon can set up Trick Room very well
-A mixed set with Return could be used well with Download
-Recover can give Porygon survivability
-Psycho Shock can hit special walls for massive damage.

Counters:

-Munchlax walls anything that Porygon throws at it (except for a Downloaded Return)
-Fighting-types like Machop and Mankey can take it out easily but have trouble switching in
-Croagunk can do massive damage with Vacuum Wave
-Steel-types wall Porygon that lack Thunderbolt or Hidden Power Fighting

Dream World:

-Analyze could be very useful on the Choice Specs set, making everything extremely powerful. However, Porygon will have to take a hit or force a switch for it to work.

Might want to consider an Evolution Stone based defensive set with Recover / Thunderbolt or Discharge / Ice Beam / Thunder Wave or Shadow Ball or maybe even Psycho Shock. With its high defenses, it might be able to take advantage of the Evolution Stone boost alongside Recover.

Needs a mention of a TR set, if not an actual set written up, as it is one of the best setup mons

Scarf should be slashed ahead of specs

A mention that tri attack (and other pomeg acquired moves) are illegal with anything but trace would be cool
 
Shouldn't the Agility set have Download slashed in? It's quite viable, and Porygon hits like a truck at +1. Switching in is harder, sure, but Porygon is bulky even with minimal investment.

Also, is there anything Porygon OHKOs or 2HKOs with Choice Specs that it doesn't do with a Life Orb? If so, mention it. If not, why not use Life Orb?

Finally, maybe mention Trick in the choiced set?

I agree, Blizzard Pory is excellent on Hail teams, and TR setup/sweep is definitely one of his best sets. One reason it's good is because, as mentioned, AgiliPory doesn't get Download. TR Pory achieves roughly the same thing, albeit temporarily, and can also use Download physical boost + Return to go mixed.

I just noticed that (The Shadow Ball thing)! Good analysis... :heart:

Pokemon with 19 Speed and a Choice Scarf would reach 28 Speed (19x1.5=28.5) so Porygon would only be able to tie against them.

This is true, and I just want to mention again Trick Room Pory, which can 'outspeed' these guys as well, seeing as the Agility set apparently cannot. :naughty:
 
Maybe instead of using choice specs with analyze, evolution stone w/ recover + some sort of boosting move (does he get nasty plot at level 5?) increases his ability to take a hit, hit back even harder and then recover off damage.

Only Porygon-Z gets Nasty Plot, so neither Pory nor Pory2 have access to it. :0

However, I do sort of like the idea of an tanky set with Recover and Evo Stone... Pory does get a reasonable support movepool, including stuff like Thunder Wave and Magic Coat... And the fact that it has Recover means it can abuse Evo Stone quite well, I should think. Though I see Trace as the better option ability-wise, as it has greater defensive utility.

A set like that may be worth mentioning.
