So far, it's not even possible to get it in US or EU Dream World though, since there's no campaign for them (referring to all Eeveelutions, including Vaporeon) yet...and I don't know if there will ever be one in the future as well, since we don't know yet if US and EU Global Link will put up those kinds of campaigns like in Japan (In Japan, DW Eeveelutions are obtained via participating in Pokemon Labyrinth mini-game, and you can get only one Eeveelution, randomized). Best bet would be to keep an eye out for those campaigns and just make sure you didn't miss it if it ever comes, I guess...though even if it does come, there's also no telling that you'll get a Vaporeon for sure, since most of the DW campaign dealing with multiple pokemons at once will randomize only one that you can get. ._."
