In short, it's craptacular.

http://www.smogon.com/bw/pokemon/fearow

[Overview]

Fearow is the perfect definition of average; it has average stats, a limited movepool, and it faces stiff competition from almost every Flying-type in the game. The only thing Fearow can boast about is its base 100 Speed, which makes it faster than Braviary, and its usable Attack stat. Fearow is weak to Stealth Rock, and it doesn't even have Brave Bird in its movepool. However, Fearow got a slight upgrade in BW in the form of Drill Run, and it actually gives Fearow something to hit Steel-, Rock-, and Electric-types. Fearow is nothing special, but it's there if you want to use it for cool points.

[SET]
name: Physical Attacker
move 1: Drill Peck
move 2: Drill Run
move 3: U-turn
move 4: Return / Quick Attack
item: Choice Band / Life Orb
ability: Sniper
nature: Jolly
evs: 252 Atk / 4 Def / 252 Spe

[SET COMMENTS]

Fearow is a pretty poor Pokemon, but this attempts to use its best assets to form a set. Switch Fearow into a resisted or immune attack and start firing off STAB Drill Peck or Return. Drill Run hits Electric-, Rock-, and Steel-types who would normally wall Fearow, and coming off a base 90 Attack stat, it should do a reasonable amount of damage. U-turn can be used to switch out of battle, and it turns Fearow into a scouting Pokemon, as well as scoring a super effective hit on Psychic- and Dark-types. Quick Attack can be used in the final slot for priority, though Return is generally more reliable,
especially as Fearow needs as much power as it can get.

[ADDITIONAL COMMENTS]

The EV spread is simple, max Speed and Attack ensure that Fearow deals as much damage as possible, while the 4 remaining EVs are placed into Defense, which allows Fearow to survive 4 switch-ins to Stealth Rock. An Adamant nature can be used with a Choice Scarf,
this gives giving Fearow Speed at the cost of power, but makes it one of the fastest Pokemon in the tier. Sniper is the better ability, especially with Drill Run's higher critical hit rate; Keen Eye is useless, as there are few moves which lower accuracy, and none of them are seen in competitive play. The item choice comes down to personal preference; a Choice Band provides extra power, but restricts Fearow to one move, while a Life Orb gives Fearow the freedom to switch moves, at the cost of recoil damage and weaker attacking power. If you opt for Life Orb, Roost should be considered in the last slot to cover recoil and Stealth Rock damage.

Fearow appreciates the presence of entry hazards to aid its sweep. Steelix is an excellent choice to set up Stealth Rock as it is immune to Electric-type attacks,
and Rock-type moves will barely scratch it. Omastar can set up all kinds of entry hazards, and it also shares good synergy with its resistances to Rock- and Ice-type attacks. Finally, Claydol deserves a mention as it can set up Stealth Rock, is immune to Electric-type attacks, resists Rock-type attacks, and it can remove entry hazards with Rapid Spin. Sandslash is another Pokemon worth mentioning, as it can switch into the Rock- and Electric-type attacks aimed at Fearow, and it has access to Rapid Spin and Stealth Rock to support its teammates. An Encore user, such as Clefable, Accelgor, or Poliwrath, can ease prediction for Choice sets.

[Other Options]

Fearow gains Baton Pass after purification in Pokemon XD, along with Agility and Work Up,
so it has potential as a Baton Passer. However, Fearow is normally outclassed by Dodrio, Lopunny, and Gligar at Baton Passing. Steel Wing, Assurance, and Faint Attack are alternative physical attacks, but none of them provide notable coverage, and they're all pretty weak. Pluck and Aerial Ace can be used for STAB, but again, their relatively low Base Power means they won't be doing a lot of damage. Fearow has access to Mirror Move if you want to run a gimmick set, but it's nothing more than that. Speaking of gimmicks, Fearow may also use Scope Lens in conjunction with Sniper and Focus Energy in an attempt to raise its chance of a critical hit, but it is completely luck based. FeatherDance may be used to soften physical blows, but Fearow is usually to frail to take any hits as it is. Finally, Whirlwind is available to phaze opponents and rack up entry hazard damage, but due to its negative priority and Fearow's frail defenses, Fearow won't usually live to tell the tale.

[Checks and Counters]

Fearow can't usually do a lot to Steel- and Rock-types outside of Drill Run, and Fearow's average attacking power means that it probably won't KO
or even 2HKO them most of the time. Steelix, Aggron, and Regirock can all take on Fearow with ease and knock this bird out of the sky with their STAB moves. Electric-types such as Rotom and Electivire take little damage from Fearow's STAB moves, and they can hit it super effectively with their own STAB attacks. Anything with reasonable Defense can take on Fearow, which makes Pokemon such as Uxie and Dusknoir ideal checks. Status afflictions also put an end to Fearow, as once crippled, it is KOed very easily. Choice sets are usually easy to counter. Just predict correctly and switch accordingly; Fearow isn't difficult to beat.

I wouldn't say it faces competition against honchcrow. Honchkrow is considered one of, if not the best pokemon in RU, while fearow is very mediocre, even for RU.

This looks good, though. But I got some advice.

Should probably remove uxie from CC, pursuit nails it. Maybe throw Agility into OO.
I know this is just a skeleton, but maybe a tad more detail.

I can't imagine that a weak move like Pursuit, despite being super-effective, is going to do anything to a defensive wall like Uxie, especially if it comes from someone like Fearow.

neither can i, super effective pursuit=less powerful than drill peck unless uxie is switching out. which it probz wont vs a fearow.

Pursuit will barely scratch Uxie cause of its massive Defense, I think it's a pretty good counter. Also, I mentioned Honchkrow because it's just another Flying-type in the tier, and I was trying to say Honchkrow is much better, but I'll emphasize that when I do the write up. Also, didn't you even read the Other Options? Agility is already mentioned, it's just how I'm going to word it in the write up.

QC APPROVED (1/3)

Just remove Pursuit as a move slot altogether, its completely useless. I can't think of a pokemon it targets in RU.

Fearow's competition isn't Dodrio (it sucks) or Krow (it's a wallbreaker); it's Braviary. It has overall higher stats and only lacks on Speed. Besides, it has BB as STAB. Make sure you mention it

Yep, I'll be sure to mention it, I meant to say 'every flying type in general', but I'll expand on that :)
