2). TM/HM/Tutor and Egg moves use 50% more energy.

Here is the arena!!!
Magikarp Lake
It is a dark and stormy night with an eternal rainstorm. Try as you might, but this weather will never be changed!! The lake is the size of the ASB arena. Inside the lake live millions of Magikarp. They have to fight for food, so these Magikarp emit an energy that powers up all Magikarp in the area. This energy gives any Magikarp in the arena an automatic +2 in all stats. Magikarp gets an increased durability here, so its HP stat become 110. As great as this energy is, there are some very horrible and negative side effects for all non-Magikarp pokemon! This energy severy limits the moves that they can use!! The energy also weakens Grass and Electric moves by 50%. This battle agitates the Magikarp in the lake, so, at the end of each round, there is a 20% chance that a tidal wave of Magikarp will fall upon any non-Magikarp mon and inflict 10 damage!!
Our pokemon will battle on 5 platforms that are 4X4 feet in size and placed in this formation in the center of the arena:

The "X"'s are the platforms.
In Summary:
1). Perma-Rain
2). +2 stats to any battling Magikarp.
3). Base HP increased to 110 for any battling Magikarp.
4). Each mon submitted can only use 6 moves. The trainers decide which 6 to use.
5). Grass and Electric moves are weakened by 50%.
6). 20% chance at the end of each round that all non-Magikarp mons take 10 damage.

Ok, I have a free battle slot and want to try out an arena. I require the ref to be creative or, at the very least, interesting!!

The Ref's Mind: The mind is a powerful thing, so its time we used it to maximize the opportunity to have interesting battles! The battlers have somehow found themselves inside the creativity center of the referee, and they are at his mercy! the ref can make anything happen, and controls all aspects! from the arena setting to the accuracy of moves to the color of the pokemon! for example, the first round might be in an volcano, and if a player uses a bug type move twice his opponent will lose 10 energy! the match can be as simple or as intense as the ref wishes. Battlers have fun coping and adapting to what the refs throw at you!
