frankly, scizor was never that good in other generations. his speed and defense stank, but his attack made him usable. even up until 4th generation, he was ignored by others. it was not until platinum edition that he got a secret move in his arsenal, one with stab, priority, and a strength of 40. thus, scizor was born.
