"2nd Gen" Battles
Rules Outline
- Only the first 251 Pokemon are able to participate.
- Only the first 251 moves can be used.
- Moves can only be given to a Pokemon if they were able to use it in the g/s/c games. Crystal is the final in the 2nd Gen line, so the metagame follows that. An example, Tentacruel can learn Waterfall through HM now in today's generations. Back then, if you checked, it couldn't, so you can't use it in this game.
- Ivs, Evs, Nature, etc. can be utilized and changed. Since the game is based on G/S/C, it might make sense that everyone should use a neutral nature. It's better for you to choose natures as it not only adds variety and strategic depth, it also gives more freedom for you when customizing Pokemon.
- Abilities under a ban cannot be used.
- Dream World abilities are allowed (unless banned obviously)
- Only the outlined items below are allowed to be held. This includes berries. In standard games, "Luck" items are generally discouraged, though not under a ban.

I've checked a bit of the section, and I've noticed a couple of things are missing in the lists. If you find anything, let me know so I can add it to the Additional Info section.
Also, be aware that not all moves that were available to the Pokemon then are available now. A good example is Curse, which many Pokemon could get back in the g/s/c games through the use of a TM, but not now.
Abiltities
One of the big elements of this metagame, abilities play an important role in battle strategy. Not only that, it seperates the game from its orginal counterpart in a way to make it interesting without changing the whole base of the game itself. A fun part about them is how new combinations and movesets that arise that wasn't possible to do before. They also provide boosts to Pokemon who might have not been the best in the old days. The previous version of this metagame saw a lot of cool strategies used, and with the addition of 5th Gen changes, more possibilities may be discovered.
Ability Limitations
Alright, the most important part. Abilitiy limitations. For the few who has played before, the biggest change the 5th Gen has brought is the addition of Dream World abilities. Unless banned, the new abilities in the Pokemon's arsenal should bring something new to the table. Not only might they open up some new possibilities, it might balance the game a bit more in some areas. For example, with a second ability availible to be chosen, Pokemon aren't forced to use the old ones under a ban. Flareon only had Flash Fire, a banned ability by this game's standards, last generation. But since it was the only one allowed, you were able to use it obviously. Now Flareon has Guts, so Flash Fire is no longer allowed on any Flareon in the newer version. This does make some other Pokemon less effective than they were last game (no Volt Absorb Jolteon), but it makes it slightly more like the original games.
Next paragraph is from the original 2nd Gen write up, but altered a little:
The list of banned abilities primarily hails from the 1st Gen list (yes, a ruleset for 1st Gen was done a long time ago, but admittedly, this Gen is more interesting when played this way). Additions have been made to accommodate the current Generation's gameplay. When creating these lists, it was intended to keep the game as close to the original 2nd Gen as possible in some aspects, while at the same time, keeping it different and interesting. Some abilities make playing too different or unnatural from it. The primary effects that were targeted were: Immunities, Trapping, Status, and Healing. Others might carry some other sort of effect too great for this game (No Guard which Machamp would abuse to no end). Any other abilities are banned to keep the user from being overpowered.
The lists below contains the current banned and debated abilities. Even those which are sparsely spread are listed just to keep true to the way that they are analyzed.
Banned Abilities
These abilites may not be freely chosen for use. If it's the only one the Pokemon gets (like Levitate on Weezing), then you may use it, but that's the only exception.
Some of the bans are rather "minuscule" and have little use, such as banning Water Veil. Not only is that ability available to an exclusive amount of Pokemon, the chances of burning Water ones are very slim (without Will-O-Wisp, a third Generation move, and relying only on actual damaging Fire moves). But all the same, if you weren't immune to them in the 2nd Generation, then you shouldn't be immune to them here. However, if these bans are disliked by a good amount of players, then it can go up for debate.

Ability "Tier Chart"
This is to show how choosing which abilties can be used on a Pokemon, this order is followed. The highest item (immunities to move types) has the highest priority. Note that most of the time, the list doesn't need to be referenced to and some conficts will never happen (No Guard is the only banned ability on Machamp, no conflict there), but I've included it so players can see how it is done. To shed light on the last tier (5), "unnatural" may not be the best explanation because many other abilities that are not banned are still unnatural themselves. The ones here are special cases in which they give the user too much of an advantage with little work. This is mainly for the case of Swift Swim or others, although in the case of, say, Inconsistent, it's just too unnatural for the game.

Ability Conflicts
Some Pokemon might have more than one ability that is banned. An uncommon case, but it happens. The addition of Dream World abilities removed a couple guys from the list, but a couple might still have all three abilities banned.
All banned abilities are reviewed to find any Pokemon which have three bans. Those with three are listed here. Whenever a new ban is made or lifted, this list will also be updated.

Additional Information
Illegal combinations
As you know, in the current 5th Gen game, many combinations are not able to be used with the addition of the Dream World abilities. If necessary, any info needed to know will be added here.
Other Details
As you can see, new berries are matched with old ones, as are the Normal Boost items (Silk Scarf for the Bows). However, this doesn't go for attacks such as Giga Impact for Hyper Beam.
Don't forget about Substitute! It was not a TM in G/S/C, so many of the 2nd Gen Pokemon can't use it. Those who evolved from the 1st Gen Pokemon can obviously use it though.
The current simulator being used is Pokemon Online, so the mechanics will follow that. Shoddy had some weird mechs with some of the moves and abilities. With the new simulator, some of those might be corrected.
