One of the rules i like to abide by is that you should think about how prominent a threat is. If you can only counter Tornadus-T or Scrafty, Gengar, and Latias than choose tornadus b/c you'll see those pkmn in 1 of 20 battles while tornadus pops up in 1/2 of standard battles.
