Their fur feels so good that if two of them snuggle together, they won't want to be separated.
History
Wigglytuff has always been outclassed by Clefable. Clefable has always been overall more bulky and more powerful than poor wigglytuff. Wigglytuff is such a sad case of a pokemon with a great movepool let down by poor stats. Hopefully next gen it will get an evolution.

Next gen
If Wigglytuff gets an evo with a spread like 140/100/75/105/80/45 it will become more popular as a tank.
