What effect will this Pokemon have on the metagame? How is it not outclassed in its tier?: This Pokemon will essentially be the Rotom-A of Gen V. Minus the signature moves of course. But this also has a base 100 and 105 speed and special attack, allowing it also to be both an offensive and defensive threat. It isn't outclassed because of its unique Electric/Ghost typing with Levitate, which only bares it a Ghost and Dark weakness.
What threats it can stop, and what counters it?: This can stop many physical threats, such as Scizor, Metagross, Jirachi, Excadrill, Conkeldurr, and more. It is countered by those with Dark and Ghost STAB, namely Tyranitar and Hydreigon. It also is weak to passive damage, such as sandstorm, toxic, stealth rock, etc.
Pros/Cons:
- Awesome Electric/Ghost typing with levitate
- 90/110/110 defenses make it take hits nicely
- Decent 105 special attack and 100 speed
- Overall great stat spread
- Will-o-Wisp and Trick
- Shallow offensive movepool outside of Electric/Ghost attacks and Hidden Power
