I really can't see anyone having time for this, tbh. If they've boosted their attacking stats, chances are that they're just going to sweep you before you use it. And who's going to boost defensive stats? It can work against some CM / Bulk Up Users but they're definitely not as common as DD / QD users.

Can we give it priority?

I think not. Most of these sweepers are devastating with a QD and even a DD for just speed.

Giving it to Quagsire would be fun.

Oh Victini gets it? Awesome... wouldn't it be great to V-Create, then give them the speed and defense drops?
Bit gimmicky though... you might as well spend that turn using V-Create again...
