Swampy is nice lead, but it GUARENTEES that if your opponet wants the rocks, he/she get the rocks. And lack of spinner means Salamence won´t get too many chances to come in. And being CB it sure gets out pretty often.
NP ape is also a nice set-up sweeper, but there is a pretty big problem.

Walls ape easily, and as Mence is dragon, it won´t get esy switchin (rocks, even!) and I feel like Gengar never can switch into anything. And bliss beaming Lati sucks if it CMs. And bliss gives free turns away as much as takes them.
Also something like TauntDD Gyara is pain in the @$$ becuse it sets up on skarm, THE physical wall, Swampert and has a field day coming on your Sala´s aqua tails or even EQs. Gengar could hanlde it... before DD. And Gengar is bad at switching in.
Spinner is a must. Swampy gives anything form Azzy to Seargle easy times. It is by no means bad lead, as it survives pretty easily (unless something xplodes in its face), but needs spin support. Starmie?
Outrage+Dclaw = fail?
Your better of bluffing CB than using it. If you don´t want a DDmence, try a mixed one. It would also give your team easier time aganist stall (Gengar´s explosion may easily be wasted as many Blissies are wish+protecthappy).
Something to handle Gyara would be nice, as it has quite easy time aganist you (thou it gets screwed if setting aganist Bliss... but do you sacrifice Bliss for the sake of it?),
ScarfTom or ScarfJolty might work, but be sure not to give it 2 DDs.
Anyways, if you plan on letting ape sweep, be sure to Dualscreen and even memento something, as it has terrible defences and quite lousy resistances.
And be way of mixapes and mixmences, as SkarmBliss is what they´ve been born for.
