ou has a council of five people who don't change. uu has a static five man council as well. little cup has a static six man council. RU has a fluid 9 man council, of which six spots are required to rotate each round. nu doesn't even have a council.

as you can see, rarelyused is the only tier that could be considered at all democratic.
