Super pikachu
Look up in the sky, it's bird, it's a plane,
It's a ...Pikachu with a balloon?
I hope this is not too obvious, but I would give Pikachu Wonder Guard with an air balloon.
For any one who is not familiar with wonder guard:
This Pokémon can only be damaged by super effective attacks and secondary damage. Secondary damage includes: hail, sandstorm, burn, poison, and Leech Seed. Furthermore, the attacks Beat Up, Bide, Doom Desire, Fire Fang, Future Sight, and Struggle will hit a Pokémon with Wonder Guard even though they may not specifically be super effective. If a Wonder Guard Pokemon uses a recoil move, it will still take normal recoil damage.
His only weakness is ground type moves, thus the air balloon:
The Air Balloon gives the holder an immunity to all Ground-type moves. It pops once the user is hit by an attacking move. Indirect damage will not pop the Air Balloon, and neither will Ground-type moves. The user is also not affected by Spikes or Toxic Spikes. The Air Balloon's effect is negated when Gravity is in effect.
So Super Pika could still be:
Stalled out with weather
Burned
Poisoned
Confused and hurt itself
Leech Seed
Beat Up
Bide
Doom Desire Fire Fang
Future Sight
Struggle
Gravity plus Ground type move.
As far as nature I would go with Adamant
For Moves:
Dragon Dance
Bolt Strike (or if don't like 85% accuracy fusion bolt)
Dragon Claw
Fire Punch (or V-Create, but I don't like stats drop)
I am assuming if we are pimping him up we could go all the way and apply 252 evs to all stats, but if we are limited, to the traditional 510, I would say 252 to attack, 252 to HP, and 4 to Def
