No, I found the answer. You don't need to be approved. You just can't ref battle hall and super official stuff like that unless you're approved, which you have to be very experienced to become.
In your battle vs Lou, you need to specify how many Double Team clones you're creating. C/P'ing the Data Audit Thread (or DAT for short) description of Double Team would be too long for a VM, but it works completely differently in ASB than in-cartridge. Here's the post with the descriptions of all the moves in ASB.
