WAIT, I had an idea. Since Spheal got shifted to Priority 10, what made him go to number 10?
So that must mean Vigoroth is taking a different priority spot.

Edit: Found him. I was guessing he'd appear on Priority 10, but he was on priority 5 instead? Lawl, what?

Fuck! I still can't get Vigoroth to appear. I tried the 4 times of days, I then tried every hour of the day and still didn't see him. The time of day seems to shift the levels of some of the Pokeblock Pokemon though.
Spheal is level 44 at night, 45 in the morning and day. Shifts with Zangoose as well, if I remember right.

You might want to try Peak and see if you can figure anything out with Vigoroth.

A thing to note though, Vigoroth is the "prize" Pokemon of the area, which he shouldn't have competition with any other Pokemon within that area.
There is a slot that is meant for two Pokemon to "compete" for. Which is Magmar and Fearow in the Peak area. Why Vigoroth doesn't show might be due to the code not working properly or something going wrong.

I mean, Vigoroth was the only Pokemon that didn't show up on the encounters and he is most likely the last priority Mon, but I don't want to list it if I don't see it.

So I can't seem to get Vigoroth to appear. At all.
I add more blocks that is meant for him and I get a Spheal that is level 44, which Serebii says can't happen... D:!
Plus I don't understand Bulbapedia's block requirement listing. It says 35 for Speahl yet I can get Speahl with 5 of the Water blocks with that code turned on...
But why can't I get Vigoroth to appear?! D:!
