Haha because of lag, I managed to hit my delay and get the Zekrom with a wrong nature and managed to figure out what I am looking for from there :D I'm annoyed, because I got distracted and left the C-Gear running, likely cancelling out my syncher so I didn't get it straight away :(
Nah, Sweet Scenting doesn't advance the IV frame this Gen, it advances the PID stuff (nature ability and like that) so you'll still be on frame 3. I did however noticed after sweet scenting the first two times I hit it, I was getting Ferroseed, twice. You're better off running around/re-saving if you don't get Joltik on your first attempt!
The extra power is really nice, and you can still set up with Modest (Like on a Ferrothorn), it's just that you can't set up on things that are base 95+ speed (Unless they aren't running a +Speed nature), which is why I would go with Timid :]
