When both the mother and father have the move and the baby can learn it with a TM. He can have it as an egg move.

The way the Pokémon inherits moves are based solely upon the base form's own learnset. The parents that need to know the moves are as follows;

Moves in baby's Level Up: Both Parents
TM Moves: Father
Egg Moves: Father
Move Tutor Moves: Cannot be bred

Yeah, because it wants to use the Korean characters. Since 4th gen games aren't meant to see Korean characters, it replaces them with question marks. It won't have any affect on the legality of the hatched egg. Even if the Korean characters were present in 4th gen, when pokeshifted to 5th gen. The game sorts out the Korean character coding on it's own.
