can I have a link/url to rng reporter?

You seem to really know what your doing so can I ask a few qeustions...
1. Do you need a "cartrigde" to RNG (and if you do, what is it?)
2. Do I need to download a computer program to RNG?
3. Do I use my pokemon black game to do it?
