IF Breloom uses Substitute, THEN Encore him into Substitite and push actions back.

Is this a legal move, or is the "safeguard until it works" considered a substitution, thereby canceling out the other substitution about Encore and Substitute?

I've just returned from Rome, and upon asking if you'd been around recently I received the responses 'not really' and 'he's given up asb temporarily'. The second particularly made it seem quite clear that you wouldn't be reffing, and combined with the first it didn't look unfounded. Sorry!
