Regarding physical Yanmega - I tried it once in Gen IV (along with CB Milotic, physical Starmie/Zapdos/Porygon-Z, Specs Weavile/Scizor/Gyarados, etc.) but Bug Bite/Aerial Ace are terrible STABs. If it were able to use X-Scissor (or Attack Order), it'd probably be a decent gimmick.

But I know you were just kidding, of course.

If it doesn't say anything about evolution, then it can evolve. That's the general rule for challenges.
