Grass Definately. Spread.. good question. Haven't thought about how much bulk Milotic needs these days. Speed I would shoot for 240 if Modest. You may want to go Timid if you want to beat CB Dragonite which is pretty common

Yea, Rain makes any water-type better. Do you have a set/spread in mind? I was thinking Timid or Modest with Hidden Power Electric or Grass!
