Actually, I just noticed something. It can learn H-Pump at lvl 40 as a Tentacool, so it doesn't actually need it out of the egg after all. I just like trying to keep my stuff at lvl 50 or lower when possible. So, just do Rapid Spin as the egg move.

Yeah, the female Tentacruel I have is Calm, and has 31/31/31/30/31/31 as it's IV stats. It already knows Hydro Pump.

Sorry I had to go earlier. I would rather have H-Pump from the egg. If you have the Male with Rapid Spin and H-Pump, I can provide you with a Female with H-Pump. It's IVs are flawless for HP Electric 70 (except for maybe the Atk stat, which I'll double check on).

Non-shiny. I don't like Tentacruel's shiny sprite. Hatch location doesn't need to be abything special either.

And I believe for H-Pump to be bread on as an egg move, you will need both parents to know the move.
