It doesn't have an affect on your initial frame, but it will mess with the PIDRNG, that affects natures, abilities, and shininess.

Turning at all makes it advance by 2. Also, what are you trying to RNG? I heard that you should go to the very top since I guess there are moving npc's elsewhere.

Yep, every time you miss it you have to go back and reset the time to the target time. You'll have to do it several times probably, to figure out what your starting PID frame is and then go from there.

Yep, set your DS to the hour and minute, and hit the correct second when it rolls around. (Make sure and hit a second before, if your parameters showed you hit a second later than your target one). You hit L maybe one second after you hit a at the menu screen, so hit your second, then hit L afterwards. Hold L down until you get to the black screen. After that you can button mash through the intros.

Yeah, unfortunately, it will take a while if you're trying to find a capture spread :(

Look in the tab in DS parameters and make sure the right version of the game is selected, and if I were you I would select 3 keypress combos instead of no keypresses, that should get you more results.
