If you're looking for the instructions of Diamond RNG, here. But anyways, if you're planning to RNG the Guardian Signs Pokemon, I recommend you to do that on HGSS first since RNG abusing on those games is so easy. If you want them to be on Diamond though, then the link above will help you. :)

Well, first off, you can only get Deoxys in multiplayer in a multiplayer mission in Guardian Signs, so hope you find someone locally that has it, too. And you can only transfer them to your 4th gen games as wondercards. So once you RNG them in your 4th gen games, you have the opportunity to RNG those Guardian Signs wondercards. Good luck!
