It does, but the BAP accumulates to look like one attack. Since you rolled 5 hits and Syclant gets Technician, each of those hits has 3 BAP. That means that the total BAP is 3*5=15. After the final BAP, you apply the other factors.
Just to let you know in the match you're reffing between Frosty and AOPSuser, you don't apply attack rank, defense rank, and STAB until the final BAP of the multi-hit move, so for instance in Pin Missile, since you rolled 5 hits, it should be (10+3+critical hit factor+Atk bonus-defense bonus)1.5.
