    I think (I don't have Windows, so I'm not sure) you have to click on the "start" button on the bottom left of your screen and go from there. (click run and type in "cmd".)

    Hmm.. What computer do you have?

    Did you try unzipping it? I thought that .exe files need to be unzipped.
