Fake Out is actually a move that Tyrogue learns at level one. Just give it a Heart Scale and you should be able to teach it Fake Out.

If you want, I just finished breeding and training a non - shiny Hitmontop with Fake Out, Sucker Punch, Mach Punch, and Hi Jump Kick (learns Close Combat in one level), so I could give you that instead.
