I know Hariyama's role in the metagame, I've used it extensively. Your arguments for wanting to move its ranking were poorly made though (half of your post was just advertising anyway). You need to explain what it actually has for qualities as a Pokemon in the tier, what makes it stand out, and why it deserves the rank you're arguing for.
